el sistema educativo es clave: \u201cIsrael ha apostado desde hace muchos a\u00f1os, por\u00a0<strong>un modelo de conocimiento e innovaci\u00f3n tecnol\u00f3gica<\/strong>. Tiene un sistema acad\u00e9mico muy bueno desde la educaci\u00f3n primaria hasta m\u00e1s all\u00e1 de la educaci\u00f3n superior, y eso constituye una ventaja competitiva frente a muchos otros pa\u00edses\u201d.<\/p>\n<h2 class=\"module-title\">Israel tiene 140 ingenieros por cada 10.000 trabajadores, la cifra m\u00e1s alta del mundo\u201d<\/h2>\n<p class=\"paragraph\" data-gtm-element-container=\"modulo-texto-link\">Y en este sentido,\u00a0<strong>la ingenier\u00eda ocupa un destacad\u00edsimo lugar<\/strong>. Los datos bailan de un estudio a otros, pero, seg\u00fan la mayor\u00eda de ellos, Israel tiene entre 135 y 140 ingenieros por cada 10.000 trabajadores, siendo el pa\u00eds con m\u00e1s ingenieros\u00a0<i>per capita<\/i>\u00a0laboral del mundo.<\/p>\n<p dir=\"ltr\"><span class=\"content-free-html \">\u00a0<\/span><\/p>\n<h3 class=\"paragraph\" data-gtm-element-container=\"modulo-texto-link\"><strong>2.- Conexi\u00f3n universidad-empresa<\/strong><\/h3>\n<p class=\"paragraph\" data-gtm-element-container=\"modulo-texto-link\">A la hora de hablar del tejido empresarial en Espa\u00f1a, la mayor\u00eda de los expertos suelen coincidir en una m\u00e1xima que acaba siendo recurrente: hay\u00a0<strong>una desconexi\u00f3n entre el mundo universitario y el empresarial<\/strong>; las universidades no ense\u00f1an los conocimientos o habilidades que los estudiantes tendr\u00e1n que aplicar en sus empresas cuando se incorporen al mundo laboral. No es una queja \u00fanica de Espa\u00f1a, se trata de algo com\u00fan a muchos pa\u00edses, pero hay zonas con mayor y menor desconexi\u00f3n.<\/p>\n<p class=\"paragraph\" data-gtm-element-container=\"modulo-texto-link\">En Israel, sin embargo, la conexi\u00f3n entre los dos mundos es total gracias a los llamados Centros de Transferencia Tecnol\u00f3gica, una iniciativa cuyo m\u00e1ximo objetivo pasa por \u201c<strong>ayudar a los investigadores a que puedan desarrollar comercialmente sus ideas\u00a0<\/strong>para que la investigaci\u00f3n no se quede en los laboratorios ni en las bibliotecas, sino que esa innovaci\u00f3n se traduzca en ideas comerciales, en empresas\u201d, seg\u00fan L\u00f3pez Vi\u00f1uela.<\/p>\n<h2 class=\"module-title\">En Espa\u00f1a hay una desconexi\u00f3n entre el mundo universitario y el empresarial\u201d<\/h2>\n<p class=\"paragraph\" data-gtm-element-container=\"modulo-texto-link\">El enfoque, en principio, no puede ser m\u00e1s motivador: el ingeniero o cient\u00edfico que se dedique a la investigaci\u00f3n no s\u00f3lo lo har\u00e1 por la divulgaci\u00f3n en s\u00ed misma, sino que adem\u00e1s tendr\u00e1 un aliciente a\u00f1adido: el de<strong>\u00a0buscar (y encontrar) una salida comercial a sus investigaciones\u00a0<\/strong>y formar un proyecto empresarial a partir de ello.<\/p>\n<p class=\"paragraph\" data-gtm-element-container=\"modulo-texto-link\">Las cifras dan buena muestra de ello: seg\u00fan\u00a0un estudio del World Economic Forum,<strong>\u00a0Israel produce 249,2 patentes o inventos por cada mill\u00f3n de habitantes cada a\u00f1o<\/strong>, tan s\u00f3lo por detr\u00e1s de Taiw\u00e1n, Jap\u00f3n y Estados Unidos. Espa\u00f1a, por su parte, se queda en el puesto 28 con apenas 9,1 patentes anuales por cada mill\u00f3n de habitantes.<\/p>\n<p dir=\"ltr\"><span class=\"content-free-html \"><iframe loading=\"lazy\" id=\"datawrapper-chart-PFUC9\" class=\"lazy loaded\" src=\"https:\/\/datawrapper.dwcdn.net\/PFUC9\/1\/\" width=\"100%\" height=\"400\" frameborder=\"0\" allowfullscreen=\"allowfullscreen\" data-gtm-yt-inspected-31039076_116=\"true\" data-gtm-yt-inspected-1_19=\"true\" data-ll-status=\"loaded\" data-mce-fragment=\"1\"><\/iframe><\/span><span class=\"content-free-html \"><br \/>\n<\/span><\/p>\n<h3 class=\"paragraph\" data-gtm-element-container=\"modulo-texto-link\"><strong>3.- Un \u2018valor\u2019 a\u00f1adido: la cultura militar<\/strong><\/h3>\n<p class=\"paragraph\" data-gtm-element-container=\"modulo-texto-link\">En cualquier caso, lo cierto es que ser\u00eda hip\u00f3crita explicar el alto inter\u00e9s de Israel en la tecnolog\u00eda sin acudir a\u00a0<strong>otro de sus factores m\u00e1s idiosincr\u00e1ticos: la extendida cultura militar<\/strong>. No porque uno sea consecuencia de otro, sino porque ser\u00eda absurdo negar que la relaci\u00f3n, directa o indirecta, es m\u00e1s que evidente.<\/p>\n<p class=\"paragraph\" data-gtm-element-container=\"modulo-texto-link\">Y es que a nadie se le escapa que, m\u00e1s all\u00e1 de Estados Unidos,\u00a0<strong>Israel apenas cuenta con aliados internacionales<\/strong>. Si a eso le sumamos el sinf\u00edn de frentes abiertos que tiene, la consecuencia es que un pa\u00eds de apenas 8,1 millones que habitantes necesita ingenier\u00eda militar de manera incesante.<\/p>\n<h2 class=\"module-title\">Cuando salen del Ej\u00e9rcito, los ingenieros pueden aplicar la tecnolog\u00eda desarrollada al \u00e1mbito empresarial\u201d<\/h2>\n<p class=\"paragraph\" data-gtm-element-container=\"modulo-texto-link\">En Israel\u00a0<strong>el servicio militar es obligatorio<\/strong>, tanto para hombres (hasta cuatro a\u00f1os) como para mujeres (hasta dos a\u00f1os), con lo que los conocimientos tecnol\u00f3gicos que los ciudadanos adquieren en su formaci\u00f3n acad\u00e9mica son aplicados en el Ej\u00e9rcito. Sobre todo por parte de los mejores ingenieros, cuya labor durante ese tiempo se basa en contribuir al despliegue tecnol\u00f3gico de la ingenier\u00eda militar israel\u00ed.<\/p>\n<p class=\"paragraph\" data-gtm-element-container=\"modulo-texto-link\">\u00bfSe trata de un trabajo altruista sin recompensa para el ingeniero en cuesti\u00f3n? En absoluto. El punto medianamente positivo de todo esto es que, por lo general, el Ej\u00e9rcito israel\u00ed permite que sus ingenieros, una vez hayan terminado su servicio militar, conserven el desarrollo que han desarrollado y la apliquen a otros sectores con salida comercial. Es decir, que cojan la tecnolog\u00eda que han creado,<strong>\u00a0la desprendan del uso militar y, si quieren, le den un uso comercial\u00a0<\/strong>aplicado a sectores \u2018no conflictivos\u2019.<\/p>\n<p dir=\"ltr\"><span class=\"content-free-html \">\u00a0<\/span><\/p>\n<h3 class=\"paragraph\" data-gtm-element-container=\"modulo-texto-link\"><strong>4.- I+D e inversi\u00f3n p\u00fablico-privada<\/strong><\/h3>\n<p class=\"paragraph\" data-gtm-element-container=\"modulo-texto-link\">Y a la hora de que un ingeniero (o cualquier otro perfil emprendedor) quiera sacar su proyecto empresarial adelante, \u00bfde qu\u00e9 manera puede hacerlo? \u00bfCuenta el pa\u00eds con\u00a0<strong>una idiosincrasia que apoye de alguna manera este tipo de iniciativas<\/strong>\u00a0empresariales?<\/p>\n<p class=\"paragraph\" data-gtm-element-container=\"modulo-texto-link\">Lo cierto es que s\u00ed, de sobra. Basta con echar un ojo a los datos, que nos revelan que Israel es el pa\u00eds que m\u00e1s invierte en I+D en todo el mundo en t\u00e9rminos de Producto Interior Bruto, ya que\u00a0<strong>destina a la investigaci\u00f3n y desarrollo nada menos que el 4,2% de su PIB<\/strong>. Espa\u00f1a, por su parte, se queda en el 1,3% del PIB.<\/p>\n<p dir=\"ltr\"><span class=\"content-free-html \"><iframe loading=\"lazy\" id=\"datawrapper-chart-KSi4e\" class=\"lazy loaded\" src=\"https:\/\/datawrapper.dwcdn.net\/KSi4e\/1\/\" width=\"100%\" height=\"400\" frameborder=\"0\" allowfullscreen=\"allowfullscreen\" data-gtm-yt-inspected-31039076_116=\"true\" data-gtm-yt-inspected-1_19=\"true\" data-ll-status=\"loaded\" data-mce-fragment=\"1\"><\/iframe><\/span><\/p>\n<p class=\"paragraph\" data-gtm-element-container=\"modulo-texto-link\">Pero el Gobierno israel\u00ed no s\u00f3lo invierte en I+D a nivel t\u00e9cnico y cient\u00edfico, tambi\u00e9n a nivel empresarial. De hecho, Israel es\u00a0<strong>uno de los pa\u00edses que con m\u00e1s \u00e9xito ha desarrollado programas de inversi\u00f3n p\u00fablico-privad<\/strong>a en\u00a0<i>startups<\/i>. Tal es el caso de Yozma, una iniciativa mediante la que el Ejecutivo israel\u00ed, en vez de invertir en solitario en compa\u00f1\u00edas tecnol\u00f3gicas, establece alianzas con fondos de inversi\u00f3n profesionales para entrar, de la mano, en el accionariado de las mejores compa\u00f1\u00edas tecnol\u00f3gicas.<\/p>\n<h2 class=\"module-title\">Israel invierte el 4,2% del PIB en I+D; Espa\u00f1a se queda en un 1,3%\u201d<\/h2>\n<p class=\"paragraph\" data-gtm-element-container=\"modulo-texto-link\">As\u00ed,\u00a0<strong>son muchos los a\u00f1os que lleva el Gobierno invirtiendo en compa\u00f1\u00edas\u00a0<\/strong>y alcanzando acuerdos con fondos tanto nacionales como (sobre todo) internacionales. Y, entre todos, consiguen inyectar el capital necesario para que las startups israel\u00edes consigan crecer.<\/p>\n<p class=\"paragraph\" data-gtm-element-container=\"modulo-texto-link\">\u00bfEl resultado? Seg\u00fan diversos estudios,<strong>\u00a0Israel invierte cada a\u00f1o cerca de 140 d\u00f3lares por habitante en \u2018startups\u2019 tecnol\u00f3gicas<\/strong>, una cifra que en Espa\u00f1a, atendiendo a la variedad de estudios sobre el tema, oscila entre los 2-3 euros por habitante al a\u00f1o.<\/p>\n<p dir=\"ltr\"><span class=\"content-free-html \">\u00a0<\/span><\/p>\n<p class=\"paragraph\" data-gtm-element-container=\"modulo-texto-link\"><strong>Un mercado (muy) limitado<\/strong><\/p>\n<p class=\"paragraph\" data-gtm-element-container=\"modulo-texto-link\">Pero, \u00bfpor qu\u00e9 necesita Israel atraer tanta inversi\u00f3n procedente de fondos de capital riesgo? La respuesta es sencilla: porque las\u00a0<i>startups\u00a0<\/i>israel\u00edes\u00a0<strong>no compiten en su pa\u00eds, sino en el resto del mundo<\/strong>.<\/p>\n<p class=\"paragraph\" data-gtm-element-container=\"modulo-texto-link\">Y es que conviene echar un ojo a un dato: mientras una\u00a0<i>startup\u00a0<\/i>espa\u00f1ola\u00a0<strong>puede tener un potencial impacto sobre 47 millones de personas a nivel nacional\u00a0<\/strong>o 597 millones si decide acudir a un mercado \u2018hermano\u2019 como Am\u00e9rica Latina, la realidad de Israel es muy distinta debido a sus 8,1 millones de habitantes, apenas 550.000 m\u00e1s que Catalu\u00f1a.<\/p>\n<p class=\"paragraph\" data-gtm-element-container=\"modulo-texto-link\">Es por ello que las startups israel\u00edes en ning\u00fan caso pueden conformarse con aspirar a su mercado local, sino que tienen que intentar triunfar a nivel internacional. Y es por ello, por tanto, que sus necesidades de financiaci\u00f3n externa, en principio, son mucho m\u00e1s elevadas.<\/p>\n<p dir=\"ltr\"><span class=\"content-free-html \">\u00a0<\/span><\/p>\n<p class=\"paragraph\" data-gtm-element-container=\"modulo-texto-link\"><strong>Resultado: una industria millonaria<\/strong><\/p>\n<p class=\"paragraph\" data-gtm-element-container=\"modulo-texto-link\">En total, cuatro ingredientes que ofrecen un resultado m\u00e1s que satisfactorio: a d\u00eda de hoy, Israel cuenta con\u00a092 registros de compa\u00f1\u00edas en el Nasdaq, la Bolsa de empresas tecnol\u00f3gicas a nivel mundial.
